Comments:  Contractor BJ Haines Tree Service, made a mistake billing for tree removal.  Removal of a 15" diseased elm was done by another contractor hired by Alec Johnson, the property owner.  BJ Haines admitted they did not remove the tree, but accidentally charged it.

Karl S. Mueller, ISA Arborist, City of Saint Paul Forestry Unit, reported that a tree was marked June 24, 2010 (a 15-Inch American Elm that had Dutch Elm disease).  On August 10, 2010, they went to re-check and there had been no progress.  The tree was put onto a contractor's list.  The tree was supposedly removed by City contractors; it's on the assessment.  The property owner, Alec Johnson, called Mr. Mueller and told him that he had his own company take the tree down.  Mr. Mueller check with the City contractor, BJ Haines Tree Service, who confirmed that they had made a mistake.  Two (2) people had worked on the bill and communication had failed.  Mr. Mueller recommends that the assessment be deleted.
 
Ms. Moermond recommended deleting the assessment (Project #1103T Assessment #119090).
