Approving a Project Labor Agreement for the Lofts at Farmers Market Project.
 
Body
WHEREAS, the Lofts at Farmers Market project ("Project") is a 58 unit market rate mixed use apartment building project located in the Lowertown Historic District of Saint Paul, Minnesota at 5th and Wall Streets that will be owned, constructed and managed by the Housing and Redevelopment Authority of the City of Saint Paul, Minnestoa ("HRA"), and
 
WHEREAS, the primary source of financing for the approximately $11 million dollar Project will be Build America Bonds which must be closed by the end of 2010, and
 
WHEREAS, the Project must be constructed on a tight timeline in 2011 and 2012, and any delays in construction will be detrimental to the successful construction and operation of the Project; and
 
WHEREAS, notification regarding the possible use of a Project Labor Agreement ("PLA") was duly given to interested parties, and the matter was placed on the Saint Paul City Council agenda on October 27, 2010 for consideration, and
 
WHEREAS, the Department of Planning and Economic Development as the manager of the Project for the HRA, and the Administration jointly recommend the use of a PLA on the Project;
 
NOW THEREFORE, BE IT RESOLVED that the Saint Paul City Council hereby approves the use of a PLA on the Project, and finds that the use of a PLA is necessary for the successful construction of the Project; and
 
BE IT FURTHER RESOLVED, that the execution of a PLA by the general contractor shall be required in the bid specifications; and
 
BE IT FURTHER RESOLVED, that City staff are directed and authorized to take such further action and the proper officials shall execute such documents as necessary to implement this Resolution.
