WHEREAS, the City of Saint Paul (“City”) is expanding the footprint of Evie Carshare and EV Spot Network (formerly known as Twin Cities Electric Vehicle Mobility Network), which will install 10 electric vehicle (EV) charging sites on Saint Paul’s East Side, each hub providing both public EV charging and EV charging dedicated to use by the Evie Carshare vehicles; and

WHEREAS, the City is planning to expand the footprint of the Evie Carshare service, and

WHEREAS, the City requires additional vehicles be added to the fleet in order to maintain the vehicle density required for successful operation of the program; and

WHEREAS, the City of Saint Paul has been awarded a second federal Congestion Mitigation Air Quality (CMAQ) grant in the amount of $1,440,000 for the Evie Carshare program through the Metropolitan Council’s Transportation Advisory Board (TAB) 2022 regional solicitation; and

WHEREAS, the City leased 101 Chevy Bolts in 2021 through an award from the Congestion Mitigation Air Quality (CMAQ) grant through the Metropolitan Council’s Transportation Advisory Board; and
WHEREAS, there are 81 Chevy Bolts that remain in adequate condition to extend the leasing on the vehicles, allowing them to remain in use by Evie Carshare users; and
WHEREAS, the terms of the CMAQ award have been amended [reference contract?] to allow for refinancing on the original fleet vehicles for another 3 years; and
WHEREAS, National Cooperative Leasing (NCL) has gone through a competitive process to become an approved Sourcewell vendor; and
