Approving the use or non-use of a Project Labor Agreement on Department of Parks and Recreation construction projects for the first half of 2025.
Body
WHEREAS, the Saint Paul City Council adopted Council File #09-584 on the use of Project Labor Agreements (“PLA”) for projects involving $250,000 or more of City money; and
WHEREAS, the Department of Parks and Recreation is undertaking the following projects with construction budget totals over $250,000:
Annual Court Renovations - reconstruct tennis and basketball courts at various locations including pavement, equipment, fencing, site furnishings, painting and restoration.
Estimated Start Date: Spring 2025 (3 months)
Chestnut Plaza Improvements - proposed work will focus on relocation of existing utilities and water tank out in response to recurring flood events.
Estimated Start Date: April 2025 (3-4 months)
Conway Recreation Center - construction of a new structure to expand food shelf programming, senior services, day care, parking, and multi-use sport courts.
Estimated Start Date: July 2025 (12 months)
Hidden Falls Overlook and Parking Lot - improvements will include parking lot reconstruction, replacement of pavement in overlook area, rehabilitation of perimeter stone wall, landscaping and restoration, site furnishings, installation of EV-ready infrastructure, and sitewide accessibility upgrades.

Langford Park Field Improvements - proposed work will focus on the replacement of the existing ball fields and will include irrigation, lighting and related site amenities.
Estimated Start Date: April 2025 (3-4 months)
Linwood Site Improvements - improvements will include removal and replacement of existing equipment and surfacing, sitewide accessibility upgrades, new courts and a multi-use field, tree planting, restoration, and site furnishings.
Estimated Start Date: June 2025 (6 months)
Lower Landing Park Pump Track - proposed work will include constructing a skills course pump-track for bicycle recreation. Construction includes grading and excavation, stormwater management, pavement surfaces, site furnishings and landscaping.
Estimated Start Date: July 2025 (4-5 months)
Mississippi River Boulevard Retaining Walls - proposed work will focus on construction of retaining walls at three locations along Mississippi River Boulevard.
Estimated Start Date: April 2025 (1 month)
North Dale Park Field Improvements - proposed work will focus on the replacement of the existing ball fields and will include irrigation, fencing, lighting and related site amenities.
Estimated Start Date: April 2025 (3-4 months)
Osborn Plaza Improvements - proposed work will focus on the replacement of pavement, lighting, stormwater, irrigation, site furnishings, landscaping and artwork.
Estimated Start Date: Summer 2025 (6 months)
Prospect Park Play Area - proposed work includes removal and replacement of existing play equipment and surfacing. Other potential improvements include new sidewalks and curbs, site furnishings, signage, and landscaping.
Estimated Start Date: June 2025 (2-3 months); and
WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on January 7, 2025, with one response received; and
WHEREAS, the Saint Paul Building and Construction Trades Council recommended a PLA for the Chestnut Plaza Improvements, Conway Recreation Center, Langford Park Field Improvements, Linwood Site Improvements, North Dale Park Field Improvements, and Osborn Plaza Improvements projects listing the size and duration of projects and multiple crafts involved as the reasons they recommend a PLA for these projects; and
WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce for the Chestnut Plaza Improvements, Conway Recreation Center, Langford Park Field Improvements, Linwood Site Improvements, North Dale Park Field Improvements, and Osborn Plaza Improvements projects, which will in turn ensure timely completion of the projects without work stoppage or interruption; and
WHEREAS, staff supports a recommendation for a PLA on the Chestnut Plaza Improvements, Conway Recreation Center, Langford Park Field Improvements, Linwood Site Improvements, North Dale Park Field Improvements, and Osborn Plaza Improvements projects; and
WHEREAS, each project listed in this resolution is being bid lump sum and labor rates are established by prevailing wage labor rates which meet or exceed union rates; and
WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584 and past practice on substantially similar projects, a PLA will not benefit the Annual Court Renovations, Hidden Falls Overlook and Parking Lot, Lower Landing Park Pump Track, Mississippi River Boulevard Retaining Walls, and Prospect Park Play Area projects; now, therefore, be it
RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Chestnut Plaza Improvements, Conway Recreation Center, Langford Park Field Improvements, Linwood Site Improvements, North Dale Park Field Improvements, and Osborn Plaza Improvements projects; and, be it
FURTHER RESOLVED, that the City Council finds that the Annual Court Renovations, Hidden Falls Overlook and Parking Lot, Lower Landing Park Pump Track, Mississippi River Boulevard Retaining Walls, and Prospect Park Play Area projects are not of a scope or nature that they will be negatively impacted if no PLA is required.
