Authorizing the City to amend the lease agreement with National Cooperative Leasing to expand the fleet size of the Evie carshare program by 45 vehicles.

WHEREAS, the City is expanding the footprint of Evie Carshare and EV Spot Network (formerly known as Twin Cities Electric Vehicle Mobility Network), which will install 10 electric vehicle (EV) charging sites on Saint Paul’s East Side, each hub providing both public EV charging and EV charging dedicated to use by the Evie Carshare vehicles; and
WHEREAS, the City is planning to expand the footprint of the Evie Carshare service, and
WHEREAS, the City requires additional vehicles be added to the fleet in order to maintain the vehicle density required for successful operation of the program; and
WHEREAS, the City has been awarded a second federal Congestion Mitigation Air Quality grant in the amount of $1,440,000 for the Evie Carshare program through the Metropolitan Council’s Transportation Advisory Board 2022 regional solicitation; and
WHEREAS, National Cooperative Leasing (NCL) has gone through a competitive process to become an approved Sourcewell vendor; and
WHEREAS, the NCL supplemental lease agreement number 004 for the vehicles is an amendment of existing agreement 15905 dated March 31, 2021; now, therefore, be it
RESOLVED, that the Mayor and the proper City Officials are hereby authorized and directed for and on behalf of the City to amend the lease agreement with NCL, a copy of which is before Council and is made a part hereof; and be it finally
RESOLVED, that Mayor and the proper City Officials are authorized to execute this amendment to the NCL agreement.
