Stated Reason for Appeal (if given): PO states that this is a vacant property and he never asked for garbage service and was not provided with garbage carts.
Staff Comments: PO has been getting billed for service since he purchased the property 4/18/2023. He is stating that there was no container on the property when he purchased it and he has not used garbage service at all. He states that he was unaware that a hold needed to be requested to pause billing. He has been receiving assessments since Q2 2023. WM states that the property should have a 32-gal weekly container on site. Bills and late notices were being mailed to the property address. WM also states that the driver has reported the container to not be out on pickup days. PO believes that the garbage assessment should be removed.

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2023. (File No. CG2401A2, Assessment No. 240112) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and
WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and
WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It
RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
