Authorizing the City to enter into a detour agreement with the State of Minnesota, acting through its Commissioner of Transportation for the Trunk Highway 51 - Snelling Avenue project from St. Clair Avenue to Grand Avenue. (laid over from April 3, 2024)

WHEREAS, the State of Minnesota (State) is about to perform bituminous mill and overlay, ADA improvements, and signal construction upon, along, and adjacent to Trunk Highway 51 from St. Clair Avenue to Grand Avenue under State Project No. 6215-114; and
WHEREAS, the State requires a detour to carry TH 51 traffic on Grand Avenue, Hamline Avenue and St. Clair Avenue during construction; and
WHEREAS, the State is willing to reimburse the City for the road life consumed by the detour; and
WHEREAS, Minnesota Statutes § 471.59, subdivision 10, § 161.25, and § 161.20, subdivision 2(b), authorize the parties to enter into this Agreement; now, therefore be it
RESOLVED, that the Mayor and the proper City Officials are hereby authorized and directed for and on behalf of the City to enter into MnDOT Agreement No.1055599 with the State of Minnesota, a copy of which is before Council and is made a part hereof; and, be it finally
RESOLVED, that the Mayor and the proper City Officials are authorized to execute the Agreement and any amendments to the Agreement.
