Title
Accepting the American Lung Association extension grant for a Department of Energy sub-recipient grant as awarded via RES 24-145 and amending the financing and spending in the Public Works grant budget in the amount of $560,844.

WHEREAS, the city wishes to expand into the East Metro to reach out to underprivileged communities and has previously entered into agreement CFDA 81.086 and has been awarded the funds via award DE-EE0009226; and
WHEREAS, the City of Saint Paul is leading the Twin Cities Electric Vehicle Mobility Network
(TCEVMN) project which will install 18 new EV charging hubs with 40 Level 2 (L2) charge ports in the public right of way across Saint Paul and Minneapolis, and each hub will provide both public EV charging and EV charging dedicated to use by an EV carshare service that will be operated by HOURCAR; and

WHEREAS, in collaboration with American Lung Association, Xcel Energy, HOURCAR, and East Metro Strong, with American Lung Association as the lead applicant, the City pursued federal Department of Energy funding to support the TCEVMN and also to fund an additional pilot program through which HOURCAR and Xcel will offer EV carshare within multi-family residential developments in the Twin Cities; and
WHEREAS, the application was successful and $2.58 million was awarded to the applicants by the Department of Energy, with the City of Saint Paul receiving a subgrant of $560,844 to be utilized over the next 3 years to support the TCEVMN project implementation, including community outreach to disadvantaged city areas; and

WHEREAS, the funds will be used to purchase electric charging equipment and for project consultation, delivery and management, as described in greater detail in the attached subgrantee documents; now,

THEREFORE, BE IT RESOLVED, by the City Council of the City of Saint Paul, and subject to the approval of RES 24-145 by City Council of the City of Saint Paul, and upon recommendation of the Mayor, that $560,844 is ava...
