Authorizing accounts receivable write-offs.

Body

WHEREAS, Chapter 96 of the Saint Paul Administrative Code sets forth provisions for the collection of registered bills owned to the City of Saint Paul; and

WHEREAS, Chapter 96 provides that certain efforts must be made by city staff to collect registered bills that are overdue; and

WHEREAS, Chapter 96 also provides for write-off or cancellation of unpaid registered bills when certain factors exist and the public purpose will be served by the write-off or cancellation; and

WHEREAS, Section 96.05 directs that the write-off of certain unregistered bills may be done only by council resolution; and

WHEREAS, the Office of Financial Services has provided the attached report to the council, and has recommended that the registered bills listed thereon be written off by council resolution for the reasons set forth therein, in accordance with Chapter 96.

NOW, THEREFORE, BE IT RESOLVED:

1. That the report attached to this resolution as Exhibit A is incorporated into this resolution, and that for each of the registered bills listed, facts are set forth which state the reason for the write-off, and that the public purpose is hereby served by writing off the amounts owed.

2. That Exhibit A complies with Section 96.05 and supplies the information required to write off each registered bill and each bill is hereby written off.

3. That the director of financial services and staff are hereby authorized to write off these bills from the city financial system in accordance with standard accounting principles.

4. That the registered bills being written off are still considered debts to the city and that the debtors' failure to pay such registered bills is not excused as a result of this resolution; and furthermore, that the
