Approving the use of grant funds through the Ward 3 Neighborhood Star Year-Round Program for Highland Popcorn, LLC, Friends of Groveland PTO, and St. Paul Parks Conservancy.

WHEREAS, on November 17, 2023, the Neighborhood STAR Board reviewed three (3) proposals for STAR grant financing through the Ward 3 Neighborhood STAR Year-Round Program from Highland Popcorn, LLC to remodel and buildout their space at 2138 Ford Parkway; Groveland PTO to construct an outdoor classroom at Groveland Park Elementary School at 2045 Saint Clair Ave., and St. Paul Parks Conservancy for improvements at hockey rinks at Edgecumbe, Groveland, Palace, North Dale, Langford, and Phalen parks; and
WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with Highland Popcorn’s proposal to remodel and rebuilt their space receiving a final score of 4.0; Groveland PTO’s proposal to construct an outdoor classroom receiving a final score of 3.9, and St. Paul Parks Conservancy’s proposal for improvements at hockey rinks at the above-name St. Paul parks receiving a score of 1.4; and
WHEREAS, due to the community significance of Highland Popcorn at 2138 Ford Parkway and the community classroom at Groveland Park Elementary School at 2045 Saint Claire Ave., a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the application fee; and
WHEREAS, due to the community significance of hockey rinks at the above-named St. Paul Parks, a waiver to City Council approved Neighborhood STAR Guidelines requirement that improvements be permanently affixed is being recommended; and
WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of these activities by providing grant financing up to $45,000 to Highland Popcorn to remodel and rebuilt their space at their space at 2138 Ford Parkway; up to $37,000 for Groveland PTO to construct an outdoor classroom at Groveland Park Elem...
