Authorizing the Department of Public Works to submit an application for state funding to the 2023 Local Road Improvement Program.

Body

WHEREAS, the Department of Public Works is proposing to submit an application for state Local Road Improvement Program (LRIP) funding for construction year 2025; and

WHEREAS, the LRIP program was established by the Minnesota State Legislature with the goal to provide funding assistance to local agencies and federally recognized Indian Tribes for construction, reconstruction, or reconditioning projects; and

WHEREAS, the City commits to fund any associated project engineering, right-of-way acquisition, inspection, and any other non-LRIP eligible costs, as well as LRIP-eligible costs in excess of the LRIP grant amount; and

WHEREAS, the City commits to ensuring that all streets, sidewalks and bikeways included in these project applications will be fully open for use and cleared of snow throughout the winter, either by City staff or by adjacent property owners per existing City ordinances; and

WHEREAS, the City intends to submit the Jackson Street Reconstruction Project - University Avenue to Pennsylvania Avenue under the LRIP guidelines for the Routes of Regional Significance funding category; and

WHEREAS, the Jackson Street Reconstruction Project is included in the draft 2024 Five Year Capital Plan for implementation in 2025 and the City intends to direct considerable resources toward the project; and

WHEREAS, this project falls within appropriate funding categories and meets the conditions and requirements specified for LRIP eligibility; now, therefore be it

RESOLVED, that the Council of the City of Saint Paul authorizes submission of the project application for possible award of state Local Road Improvement Program funds through the Minnesota Department of Transportation and to accept the funding if awarded; and be it finally
