Approving a Professional Services Agreement with Paymentus Corporation to provide modern payment service options for Saint Paul Regional Water Services customers.

WHEREAS, the Board of Water Commissioners of the City of Saint Paul (the “Board”) desires to establish a new service agreement for electronic bill payment services in order to provide options for its customers to make payments using Credit Card, Debit Card, PayPal, Venmo, PayPal Credit, Secure PDF Push, Chatbot, Advanced Notification Service, Text 2 Pay, Voice Assistants, Mobile Apps, Electronic Checks, and others as may become available from time to time; and
WHEREAS, Paymentus Corporation has provided such services to other public utilities and is willing to provide such services at a cost of $3.95 per transaction, payable by the payor; and
WHEREAS, the Board also desires such an electronic bill payment service to offer options to make payments directly from a customer’s bank account via ACH or online bank bill payments; and
WHEREAS, Paymentus Corporation has provided such service to other public utilities and is willing to provide ACH service at a cost of $0.40 per transaction and facilitation of payments made through bank’s or credit union’s online payment portals at a cost of $0.10 per transaction, both payable by the Board; and
WHEREAS, City of Saint Paul Contracts and Analysis drafted an agreement between the Board and Paymentus Corporation to provide electronic bill payment services at the per transaction costs as described above for a five-year term including all other required terms and conditions; and
WHEREAS, the Board adopted Resolution 23-1193 at its August 8, 2023 directing the proper officers of the Board to execute said agreement; now, therefore, be it
RESOLVED, that the City Council of the City of Saint Paul, Minnesota does hereby concur in the approval of the agreement as approved by the Board of Water Commissioners of the City of Saint Paul through Board...
