Setting the Recycling Service Fee for 2024.
Body
WHEREAS, Ramsey County requires municipalities to assure recycling service is available to all residents at their place of residence; and
WHEREAS, Ramsey County requires each municipality to be responsible for developing a long-term financing mechanism in order to fund its residential recycling programs; and
WHEREAS, The City desires to finance its recycling program by assessing individual property owners within the City for the administrative and service costs of the program utilizing the County's solid waste management service charge authority under contract with the County;
WHEREAS, the Recycling Service Fee covers the cost of program administration, collection services and waste reduction programming;
WHEREAS, to continue service in 2024 for weekly collection of recyclables, the City Recycling Service Fee in 2024 shall be set at $134.91 per unit in residential buildings with (1) one to (11) eleven units (SUD-MUDA) including condominiums, and $68.48 per unit in residential buildings with (12) twelve or more units (MUDB), for support of collection programs; and
WHEREAS, this represents a 4.25% increase in the city recycling fee;
NOW,THEREFORE, BE IT FURTHER RESOLVED that the Council of the City of Saint Paul does hereby adopt the 2024 City Recycling Service fee of $134.91 per unit for residential buildings with (1) one to (11) eleven units and $68.48 per unit in residential buildings with (12) twelve or more units.
