Title

Authorizing the City to re-allocate funds currently held in the Public Works Traffic Engineering accounting unit to the Traffic Warehouse accounting unit to finance the purchase of high-access lighting poles designed to mitigate copper-wire theft and vandalization of City lighting fixtures.

Body

WHEREAS, per RES PH 23-213 the amount of $140,991 was previously allocated in the Public Works Traffic Engineering accounting unit, and

 

WHEREAS, the addition of high-access lighting poles will further the goal of protecting city property for the safety and convenience of St. Paul’s community by becoming an obstacle for potential copper wire thieves through their limiting accessibility, and

WHEREAS, the durable and damage-resistant construction of these poles comes with an estimated investment of $140,991, and

WHEREAS, similar poles were previously installed at Roy Wilkins (Lewis) park by the Parks and Recreation department where they have been reportedly proven to reduce wire theft, and

WHEREAS, the rapid increase in copper-wire theft throughout the city is reducing the time available for testing and design, and is imposing the need to install the funding above into practical use by the Traffic Operations division as financed through this funding re-allocation,

WHEREAS, the Mayor, pursuant to Section 10.07.4 in of the Charter of the City of Saint Paul does certify that there are appropriations available to transfer between departments,

 

THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that the city operating budget, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
