Approving the Use of Grant Funds through the Ward 6 Neighborhood STAR Year-Round Program for the St. Paul Parks Conservancy.

WHEREAS, on September 15, 2023, the Neighborhood STAR Board reviewed a proposal for STAR grant financing through the Ward 6 Neighborhood STAR Year-Round Program from the St Paul Parks Conservancy for concrete work and landscaping that will last 7+ years per STAR guidelines at Suni Lee Medallion Plaza at Phalen Park; and

 

WHEREAS, the Neighborhood STAR Board rates grant requests on a scale from 1 (low) to 5 (high) with St Paul Parks Conservancy proposal for concrete work and landscaping to Suni Lee Medallion Plaza at Phalen Park receiving a final score of 3.4; and

WHEREAS, due to the community significance of this project, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to allow for reimbursements for expenses back to July 20, 2023; and

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing grant financing up to $15,000 for the St Paul Parks Conservancy proposal for concrete work and landscaping to Suni Lee Medallion Plaza at Phalen Park; now be it

RESOLVED, by the City Council of the City of Saint Paul, upon the recommendation of the Mayor that funds are available for appropriation, that the Neighborhood STAR award described above is hereby approved; and be it

 

FURTHER RESOLVED, the awarded funds may be used for reimbursement of expenses that were incurred any time after July 20, 2023; and be it

 

FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution, including finalizing all documents and agreements, subject to approval by the City Attorney’s Office.
