Accepting grant funds, authorizing execution of two grant agreements with indemnity obligations, and amending the operating budget for the City's sponsorship of a Metropolitan Council Livable Communities Act Pre-Development Grant, and a Metropolitan Council Livable Communities Act Contamination Cleanup/Site Investigation Seeding Equitable Environmental Development (SEED) Grant for the Hamm’s Brewery site located at 680 & 694 Minnehaha Avenue East (District 4, Ward 7).

Body
WHEREAS, in RES 23-423 and RES 23-501, the City Council of the City of Saint Paul resolved that the City may act as the legal sponsor in Hamm’s Brewery Pre-Development grant and SEED grant applications and, thereby, authorized these applications to the Metropolitan Council related to Hamm’s Brewery redevelopment project located at 680 & 694 Minnehaha Avenue East (“Applications”); and
WHEREAS, the Metropolitan Council accepted the Applications and awarded the City a $275,000 Pre-Development grant and a $50,000 SEED grant for the benefit of the redevelopment of the Hamm’s Brewery site (collectively, “Grant Funds”); and
WHEREAS, the Metropolitan Council Development grant contracts awarding the Grant Funds (“Grant Agreements”) each require the City to indemnify the Metropolitan Council; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Saint Paul City Charter, does certify that there are available for appropriation funds of $325,000 in excess of those estimated in the operating budget; now, therefore, be it
RESOLVED by the City Council of the City of Saint Paul:
1. that upon the recommendation of the Mayor that the $325,000 is available for appropriation in the Operating Budget, the City Council hereby authorizes and approves said budget, as heretofore adopted by the City Council, to be amended as outlined in the attached financial analysis.
