Approving the use of grant funds through the Ward 6 Neighborhood STAR Year-Round Program for St. Paul Parks Department in partnership with the Saint Paul Parks Conservancy.

Body

WHEREAS, on June 16, 2023, the Neighborhood STAR Board reviewed five  proposals for STAR grant financing through the Ward 6 Neighborhood STAR Year-Round Program from the St. Paul Parks Department in Partnership with Saint Paul Parks Department for improvements to five recreation centers, including: 1) Arlington Hills Community Center at 1200 Payne Avenue; 2) Duluth & Case Recreation Center at 1020 Duluth St.; 3) Hayden Heights Recreation Center at 1965 Hoyt Ave.; 4) Hazel Park Recreation Center at 945 N. Hazel Street, and 5) Phalen Recreation Center at 1000 E. Wheelock Parkway; and

 

WHEREAS, a private match was not pledged for the five projects presented by St. Paul Parks and Department in partnership with the Saint Paul Parks Conservancy; and

 

WHEREAS, the Neighborhood STAR Board rated the six grant requests on a scale from 1 (low) to 5 (high) with St. Paul Parks Department in Partnership with Saint Paul Parks Department - Arlington Hills receiving a 2.5 final score; St. Paul Parks Department in Partnership with Saint Paul Parks Department - Duluth & Case receiving a 2.5 final score; St. Paul Parks Department in Partnership with Saint Paul Parks Department - Hayden Heights receiving a 2.5 final score; St. Paul Parks Department in Partnership with Saint Paul Parks Department - Hazel Park receiving a 2.5 final score; St. Paul Parks Department in Partnership with Saint Paul Parks Department - Phalen receiving a 2.5 final score;; and

WHEREAS, due to the community significance of the St. Paul Parks Department in Partnership with Saint Paul Parks Conservancy’s five proposals, a waiver to City Council approved Neighborhood STAR Guidelines is being recommended to eliminate the $1 for $1 private match for those five proposals; and

 

WHEREAS, it is the intent of the Mayor and the Saint Paul City Council to participate in the financing of this activity by providing grant financing up to $15,000 for St. Paul Parks Department in Partnership with Saint Paul Parks Department - Arlington Hills; $15,000 to St. Paul Parks Department in Partnership with Saint Paul Parks Department - Duluth & Case; $15,000 to St. Paul Parks Department in Partnership with Saint Paul Parks Department - Hayden Heights; $15,000 to St. Paul Parks Department in Partnership with Saint Paul Parks Department - Hazel Park; $15,000 to St. Paul Parks Department in Partnership with Saint Paul Parks Department - Phalen; now be it

RESOLVED, upon the recommendation of the Mayor, the Council of the City of Saint Paul hereby authorizes and approves the requested grant funds from the Ward 6 Neighborhood STAR Year-round program for the identified projects; and be it

 

FURTHER RESOLVED, the one to one private match is hereby waived for the five projects from the St. Paul Parks Department in Partnership with Saint Paul Parks Conservancy; and be it

 

FURTHER RESOLVED, that the appropriate City officials are authorized and directed to execute the necessary grant documents to implement this Resolution, subject to approval by the City Attorney; and be it

 

FINALLY RESOLVED, staff of the Department of Planning and Economic Development are further authorized and directed to proceed with all other actions necessary to implement this Resolution.
