Whereas, the Saint Paul and Ramsey County Domestic Abuse Intervention Project (SPIP) has been awarded an Improving Criminal Justice Response Program grant from the U.S. Department of Justice (DOJ), Office on Violence Against Women (OVW); through September 30, 2025; and
WHEREAS, this grant provides funds for the Blueprint Accessibility, Zero-Bias, Enhancement Project (BLAZE) defining a coordinated community response to domestic violence across multiple systems; and

Whereas, as detailed in the attached financial analysis, the SPPD will receive $294,440 for its part in the project, and
WHEREAS, there is no matching requirement for the City as part of this subgrant agreement; and

WHEREAS, the 2023 financing and spending plans need to be amended and activity budget added for these funds; and
WHEREAS, the SPPD requests authorization to enter into the attached Professional Services Agreement with SPIP to implement the requirements of the grant; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $294,440 in the Police Department Special Funds; now
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor, that the SPPD is authorized to enter into this PSA with SPIP and that $294,440 is available for appropriation in the Police Department Special Funds, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached ...
