Authorizing the Office of Neighborhood Safety to accept grant funds from the Saint Paul & Minnesota Foundation, and to amend the financing and spending plan in the amount of $35,000.
Body

WHEREAS, the City of St. Paul has established the Office of Neighborhood Safety (ONS) within the Office of the City Attorney (Ord. 22-9); and

WHEREAS, ONS is a community-justice, equity, and safety-focused office with programs that are community-centered, equity-focused, and non-punitive; and

WHEREAS, ONS seeks to enhance its delivery of services through grant financing from local, state, and federal justice and safety-focused sources and grantors; and

WHEREAS, ONS presently needs the assistance of a contracted grant writer to help pursue future grant awards to assist in financing its operations and furthering its mission; and

WHEREAS, the Saint Paul & Minnesota Foundation made funds available in 2022 to aid agencies in seeking grant writing personnel to assist them; and

WHEREAS, the City Council approved ONS to apply for $35,000 in grant funds from the St. Paul & Minnesota Foundation as outlined in RES 22-1841 to be used for services of a contracted grant writer; and

WHEREAS, ONS was awarded a $35,000 from the St. Paul & Minnesota Foundation to support ONS’s grant writing efforts, payable in disbursements of $20,000 in 2022, and $15,000 in 2023; and

WHEREAS, ONS intends to use the award to retain a contracted grant writer to pursue future financial grants in support its mission to increase neighborhood safety in St. Paul; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the City Charter and by receipt of the Grant certifies that there is available for appropriation funds of $35,000 in excess of those dedicated to ONS; now, therefore, be it

RESOLVED, that the City Council of St. Paul does hereby:

1. Authorize ONS to accept the Grant from the St. Paul & Minnesota Foundation in the amount of $35,000 to retain a contracted grant writer.
