TITLE

Authorizing the submission of the 2023-24 Consolidated Plan-Annual Action Plan (CDBG, ESG, HOME) to the U.S. Department of Housing and Urban Development (HUD), authorizing submittal of grant applications to HUD for CDBG, ESG, and HOME awards, including any available special program allocations, and authorizing the execution of related HUD agreements.

BODY

WHEREAS, upon recommendation of the Mayor and with the advice of the Capital Improvement Budget Committee, the Saint Paul City Council approved the fiscal year 2023 Community Development Block Grant (CDBG) Program as part of the 2023 Capital Improvement Budget; and

WHEREAS, as an entitlement grantee applying for financial assistance from the United States Department of Housing and Urban Development (HUD), the City of Saint Paul is required to submit a Consolidated Plan to HUD every five years and an Annual Action Plan every year;

WHEREAS, as part of its Application for Financial Assistance from HUD, the City of Saint Paul will apply for funds from the following HUD programs: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships (HOME);

WHEREAS, HUD requires that a public hearing be held on a Consolidated Plan and Annual Action Plan;

WHEREAS, on March 13, 2023, a public hearing on the 2023-24 Consolidated Plan - Annual Action Plan was held as a hybrid in person and virtual meeting, in accordance with HUD requirements;

WHEREAS, on February 23, 2022 via Ord 22-7 the Saint Paul City Council amended Chapter 86 of the Administrative Code, adding Section 86.12 which requires City Council approval prior to submission of grant application.

NOW THEREFORE, the Saint Paul City Council takes the following action, be it:

RESOLVED, that Mayor Melvin Carter, as Chief Executive Officer of the City of Saint Paul, is hereby authorized and directed to submit the 2023-24 Consolidated Plan - Annual Action Plan, as well as any other required documents, to HUD in such form as prescribed by the regulations of HUD; and be it

FURTHER RESOLVED, that the Mayor or his designated representatives and the Planning and Economic Development (PED) Grants Management staff are authorized, pursuant to Section 86.12 of the Saint Paul Administrative Code, to submit to HUD grant applications for Federal Assistance through CDBG, ESG, and HOME programs, including for any available special program allocations, for program year 2023-24; and be it

FURTHER RESOLVED, that the Mayor or his designated representatives and the Planning and Economic Development (PED) Grants Management staff are further authorized to submit to HUD any assurances, certifications, technical changes, or additional information that may be required by HUD during the review of the City of Saint Paul’s 2023 Application for Federal Assistance; and be it

FURTHER RESOLVED, that upon notification of approval of the City of Saint Paul's 2023 CDBG, ESG, and HOME programs by HUD, the Saint Paul City Council does hereby authorize the proper City officials to execute the necessary grant agreements and contracts between HUD and the City of Saint Paul for the programs; and be it

FURTHER RESOLVED, that the estimated financing for the 2023 HUD programs is provided in the following manner: 2023 HUD Resources: 2023 CDBG funding: $6,727,557; 2023 HOME funding: $1,902,041; 2023 ESG funding: $587,737. The City estimates using $872,443 in CDBG program income and approximately  $594,595 in HOME program income in 2023. Total HUD funding: $10,684,373; and be it

FURTHER RESOLVED, that the projects and activities to be financed through the HOME program will be selected through a separate process and will come before the Saint Paul City Council at a future date for approval; and be it

FINALLY RESOLVED, that pursuant to a Joint Powers Agreement with Ramsey County, the projects and activities to be financed through the ESG program will be selected and approved through a separate process involving  Ramsey County, the City , and the Ramsey County Continuum of Care (CoC) Governing Board.
