Approving an extension amendment for the Saint Paul Farmers Market lease, located downtown and bounded by Fourth Street, Fifth Street, Broadway Street, and Wall Street (District 17, Ward 2).
Body
WHEREAS, the City of Saint Paul, Minnesota (“City”) owns the real property of the parking area and block commonly known as the Farmers Market that is located in downtown Saint Paul and bounded by Fourth Street, Fifth Street, Broadway Street, and Wall Street (the “Farmers Market Area”); and
WHEREAS, pursuant to a duly adopted authorizing resolution of the City Council, the City entered into that certain Amended and Restated City of Saint Paul Management Agreement dated January 1, 2018 (the “Management Agreement”) with the St. Paul Growers Association, Inc., a Minnesota non-profit corporation ("Market Manager") for the operation of the Farmers Market Area; and
WHEREAS, the term of the Management Agreement is scheduled to expire on March 31, 2023 and the City staff have determined that it is advised that the City enter into an amendment to the Management Agreement that will extend the term for an additional five years; and
WHEREAS, the ownership and operation of the Farmers Market Area improves the tax base, improves the financial stability of the community, and creates jobs for low and moderate income persons; and
WHEREAS, staff from the Department of Planning and Economic Development recommends that the City Council for the City approve entering into an amendment to the Management Agreement as set forth below. Now, therefore, be it
RESOLVED by the City Council of the City of Saint Paul:
1. that the City Council hereby approves and authorizes the entering into of an amendment agreement with the Market Manager that amends the Management Agreement by extending the term for an additional five years.
