Stated Reason for Appeal (if given): Property owner stated that they have a commercial dumpster for the property. Therefore they should not have to pay for the City's garbage service.

Staff Comments: As a residential property, it is required to be part of the coordinated collection program with the City of St Paul. The property owner cannot cancel their residential account. Therefore staff recommends approving the assessment.
