Authorizing the transfer of $1,260,214 in CDBG funds and $439,786 in CDBG-CV funds to a specific account for COVID-related spending activities related to the Keystone Community Food Center, District 13, Ward 4

Body

WHEREAS, the City of Saint Paul (“City”) is an entitlement grantee that receives direct funding from the United States Department of Housing and Urban Development (“HUD”) for the Community Development Block Grant Program (the “CDBG program award”); and

WHEREAS, on March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”), which authorized a variety of programs to address issues related to the COVID-19 public health emergency; and

WHEREAS, the City, as a CDBG program award entitlement grantee, was awarded special allocations of CDBG-CV funds through the CARES Act to prevent, prepare for, and respond to the COVID-19 public health emergency (the “CDBG-CV program award”); and

WHEREAS, pursuant to the CARES Act, spending under the CDBG-CV program awards must meet all CDBG requirements, unless specifically waived by HUD, and must be used to prevent, prepare for, and/or respond to the COVID-19 public health emergency; and

WHEREAS, the City has identified the Keystone Community Food Center (“Project”) with a total allocation of $1,260,214 in CDBG funds and $439,786 in CDBG-CV funds for a total of $1,700,000 as consistent with CDBG and CDBG-CV program award requirements; and

WHEREAS, pursuant to section 10.07.4 of the Saint Paul City Charter, the Mayor recommends the transfer of unencumbered CDBG program award funds and CDBG-CV program award funds to the project activity code as outlined in the attached financial analysis for the Project; now, therefore, be it

RESOLVED, that the Saint Paul City Council does hereby authorize the transfer of $1,260,214 in CDBG funds and $439,786 in CDBG-CV funds for a total of $1,700,000 for the Keystone Community Food Center project as articulated in the attached financial analysis.
