Authorizing Police and Emergency Management Departments to accept a grant in the amount of $570,111 from the U.S. Department of Homeland Security, FEMA for the 2022 Port Security Grant Program.

WHEREAS, the City of Saint Paul, Police Department and Emergency Management has been awarded the 2022 Port Security Grant Program from the U.S. Department of Homeland Security, through its Federal Emergency Management Agency (FEMA), in the amount of $760,148 which includes a $190,037 match requirement; and
WHEREAS, this grant provides funds to directly support the city’s maritime transportation infrastructure security activities and supports FEMA’s goal to strengthen national preparedness and resilience; and
WHEREAS, this investment protects and ensures the continued operation of the system, software and firmware updates to both the equipment and network supporting the overall CCTV and Geographic Information System operation, also poles, electrical, light fixtures and critical first responder training and equipment which continues to enhance the overall support of security, safety, economy and quality of life of the Minneapolis-Saint Paul Port wide area; and
WHEREAS, the department was awarded $570,111 for the grant term through August 31, 2025; and
WHEREAS, a 2022 financing and spending plan needs to be amended and activity budget added for these funds; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation total revenues in excess of those estimated in the budget, funds of $570,111 in the Police Department Grant Fund; and
THEREFORE BE IT RESOLVED, by the Council of the City of Saint Paul, upon recommendation of the Mayor that $570,111 is available for appropriation in the Police Department Grant Fund, as heretofore adopted and amended by this Council, be hereby further amended in the particulars as specified in the attached financial analysis.
