Authorizing the conveyance of thirty-eight City-owned properties to the St. Paul Public School District.
Body
WHEREAS, Chapter 705-S.F. No. 2062 of the 1965 Minnesota Laws converted the Special School District of the City of Saint Paul (“City”) to the Independent School District No. 625 (“School District”); and Section 1, Subd. 18 of Chapter 705 required the transfer of all City-owned property used for school purposes to the School District; and
WHEREAS, title research by the School District has identified 51 properties ("School Properties") that have long been under the jurisdiction of the School District but whose title has remained in the City’s name; and
WHEREAS, on February 23, 2022 the City Council adopted RES 22-278 to authorize the conveyance of six (6) School Properties to the School District based on the belief that the School Properties were intended to be transferred to the School District along with other property transfers when the School District was established in 1965; and
WHEREAS, the School District is now requesting that the City convey an additional 38 School Properties ("Additional Properties") from the original group identified; and
WHEREAS, the School District has provided title evidence and maps of the Additional Properties requested to be conveyed, consisting of the following school sites:
1. Battle Creek Elementary School
2. Battle Creek Middle School
3. Bridgeview School
4. Harding High School
5. Como Park Elementary School
6. Como Park Senior High School
7. Global Arts Plus Lower School
8. Global Arts Plus Upper School
9. Ramsey Middle School
10. Central High School
11. Eastern Heights Elementary School
12. Farnsworth Aerospace Lower School
13. Farnsworth Aerospace Upper School
14. Four Seasons A+ Elementary School
15. Frost Lake Elementary School
16. Galtier School
17. Highland Park Elementary School
18. Jie Ming School
19. Nokomis Montessori South School
20. Hazel Park Prep Academy
21. J.J. Hill Montessori Magnet School
22. LEAP High School
23. L' Etoile du Nord Lower School
24. L' Etoile du Nord Upper School
25. Maxfield Elementary School
26. Murray Middle School
27. Randolph Heights Elementary School
28. Riverview West Side Elementary School
29. Belvidere-Riverview Early Education School

WHEREAS, the City has verified its title to the Additional Properties and concurs with the School District that title should have been conveyed with other property transfers when the School District was established; now, therefore, be it
RESOLVED, that the City Council hereby authorizes and directs the proper city officials to convey by quit claim deed the Additional Properties to the School District, and to execute any and all documents necessary to effectuate the property transfer.
