First Making finding on the appealed substantial abatement ordered for 288 AVON STREET NORTH in Council File RLH RR 22-16.

WHEREAS, the City Council adopted RLH RR 22-16 on March 9, 2022 which granted 180 days to repair the structure, correct all of the deficiencies listed in the Order to Abate Nuisance Building and the Code Compliance Report at 288 Avon Street North; and
WHEREAS, the Legislative Hearing Officer reviewed this case on September 13, 2022 to determine if the owner and/or responsible party abated the nuisance conditions and found these conditions were not abated and the rehabilitation efforts showed the project was 65% complete and a scope of work for completing the project was submitted and approved;
WHEREAS, the Legislative Hearing Officer recommends that the City Council continue the performance deposit as the project is more than 50% complete and that the Council grant an additional 90 days to abate the nuisance now, therefore, be it
RESOLVED, that the Saint Paul City Council adopts the findings and recommendation of the legislative hearing officer.
