Approving a 2023 maximum property tax levy for the City.

WHEREAS, in accordance with Section 10 of the City Charter, Mayor Carter presented to the City Council on August 18, 2022 the Mayor's proposed budget; and in accordance with City ordinance, Mayor Carter presented to the City Council on August 23, 2022 the Library Agency's proposed budget with the combined Mayor's proposed budget and the Library Agency's proposed budget totaling $781,530,646 for operations and $96,272,000 for capital improvements; and

WHEREAS, the Mayor did recommend, as part of the comprehensive 2023 financing plan for the City of Saint Paul, that the net property tax levy payable in 2023 be $202,272,574 as detailed below:


Mayor's Recommended Tax Levy:

City Levy for City Operations 157,244,425
City Levy for Debt Service 21,648,845
City Levy for Library Agency 21,017,604
Total Recommended: 199,910,874

Levy for Port Authority 2,361,700

Net Levy 202,272,574

Levy for Port Authority (2,361,700)

Net Levy for City Government 199,910,874

NOW, THEREFORE, BE IT RESOLVED, that in accordance with Minnesota Statutes, Section 275.065 Subdivision 1, the City Council, after considering the Mayor's recommendations, but absent public hearings on the Mayor's budget proposal, does hereby accept the budgets for fiscal year 2023, as proposed by the Mayor, as constituting the proposed budgets for the City of Saint Paul and the Saint Paul Library Agency; and be it
