Pertaining to recommending 2023 water charges to Saint Paul City Council for approval. 

 

 

 

Body

WHEREAS, Baker Tilly has recently completed a rate study projecting annual expenses and revenues necessary to provide drinking water services to the customers of SPRWS; and

 

WHEREAS, after due consideration and study of the financial condition of the Saint Paul Regional Water Services, analysis of projected expenses and recommendation of the 2023 Budget, the Board of Water Commissioners has determined that the present rate structure is inadequate to continue operations without an adjustment; now, therefore, be it

 

RESOLVED, that pursuant to Section 85.01 of the Saint Paul Legislative Code the Board of Water Commissioners of the City of Saint Paul hereby recommends that the following Water Charges for all water bills levied on or after January 1, 2023 be approved and established by the Saint Paul City Council following a public hearing.

 

WATER CHARGES

 

WATER VOLUME CHARGE

A water volume charge shall be applied to all active water service accounts in the SPRWS service area. The charge shall be the product of the volume of water metered or estimated and one of the corresponding rates shown below.

 

WATER VOLUME RATES

Effective January 1, 2023

 

Cities:  Saint Paul, Falcon Heights, Lauderdale, Maplewood, Mendota Heights, West Saint Paul

 

Winter* per 100 cu. ft.:  $3.66

 

Summer** per 100 cu. ft.:  $3.77

 

All other cities: 

 

Winter* per 100 cu. ft.:  $4.39

 

Summer** per 100 cu. ft.:  $4.52

 

FOR ACCOUNTS HAVING 1-INCH AND SMALLER METERS

 

*Winter rates shall apply to bills sent during January through May, and December.

 

**Summer rates shall apply to bills sent during June through November.

 

 

FOR ACCOUNTS HAVING METERS LARGER THAN 1-INCH, INCLUDING ROSEVILLE AND LITTLE CANADA 

 

*Winter rates shall apply to bills sent during January through April, November and December.

 

**Summer rates shall apply to bills sent during May through October.

 

 

WATER SERVICE BASE FEE

A water service base fee shall be charged to all active domestic and commercial water service accounts in the SPRWS service area.  The amount of the fee shall be determined by water meter size and shall be applied during established billing cycles, as shown below.

Charges to accounts in Saint Paul, Falcon Heights, Lauderdale, Maplewood, Mendota Heights and West Saint Paul:

 

5/8 & 3/4 inch: $19.80 per Quarter

1-inch meter (single family dwelling)*  $19.80 per Quarter

1- inch (other) meter:                   $49.29 per Quarter     

1 ½ - inch meter:      $32.85 per Month

2-inch meter:      $  52.56 per Month

3-inch meter:      $105.12 per Month

4-inch meter:      $164.25 per Month 

6-inch meter:      $328.50 per Month

8-inch meter:      $525.60 per Month

10-inch meter:    $755.55 per Month

 

Charges to accounts in other cities:

 

5/8 & 3/4 inch: $23.65 per Quarter

1-inch meter (single family dwelling)*  $23.65 per Quarter

1 ½ - inch meter:      $39.42 per Month

SAINT PAUL PUBLIC RIGHT-OF-WAY RECOVERY FEE

The City of Saint Paul levies a charge to the Board of Water Commissioners as reimbursement for costs the City incurs as a result of Board water facilities being situated within the City’s rights-of-way. A City of Saint Paul right-of-way recovery fee shall be charged to all active domestic and commercial water service accounts excluding seasonal lawn sprinkler accounts in the City of Saint Paul in order to recoup this charge.  The amount of the fee shall be determined by water meter size and shall be applied during established billing cycles, as shown below.

 

SAINT PAUL RIGHT-OF-WAY RECOVERY FEES

Effective January 1, 2023 (No Change)

 

5/8 & 3/4 inch: $4.50 per Quarter

1-inch meter (single family dwelling)*  $4.50 per Quarter

1- inch (other) meter:       $  11.25 per Quarter

1 ½ - inch meter:  $    7.58 per Month

2-inch meter:        $  12.08 per Month

3-inch meter:        $  24.17 per Month

4-inch meter:        $  37.75 per Month

6-inch meter:        $  75.50 per Month

8-inch meter:        $120.83 per Month

 

* 1.0 Inch single family dwelling is an account which the property structure is described in County Property Tax Records as either Single Family Dwelling or Townhome.

 

WATER MAIN INFRASTRUCTURE REPLACEMENT SURCHARGE

A water main infrastructure replacement surcharge shall be applied to all active domestic and commercial water service accounts in Saint Paul, Falcon Heights, Lauderdale, Maplewood, Mendota Heights and West Saint Paul.  The surcharge shall be the product of the volume of water metered or estimated and one of the corresponding rates shown below.
