Authorizing the City on behalf of the Police Department to accept an in-kind donation from The Standard for PeerConnect app software licenses for the Police Department's Employee Assistance Program.

WHEREAS, Saint Paul Administrative Code Section (“SPAC”) §41.03 allows the City to accept any form of donation subject to the following: (a) All donations of any type in any amount of value shall be received and processes in accordance with proper and accepted accounting practices. (b) All donations shall be received and accepted by city council actions according to SPAC §41.03 and according to reporting procedures established by administration and approval by the city council. (c) All donations shall be made public and subject to periodic audit; and

WHEREAS, Minn. Stat. § 465.03 authorizes the City to accept gifts and donations of personal property; and

Whereas, the private company The Standard has offered to provide an in-kind donation of software licenses, for the PeerConnect app, to the Saint Paul Police Department (SPPD) for two years; and

WHEREAS, this in-kind donation, valued at $17,640 per year ($35,280 total), will be used to expand the services of the SPPD’s Employee Assistance Program (EAP), promoting the health and wellness of SPPD personnel and their families; and

WHEREAS, the City Council finds that the use of the software licenses to improve the SPPD’s EAP has a public purpose in accordance with Minnesota Statute 465.03 ; now, therefore, be it

RESOLVED, that the City Council of Saint Paul hereby authorizes the Saint Paul Police Department to accept the donation of the software licenses from The Standard and thanks The Standard for their generous gift.
