Title

Authorizing the Department of Parks and Recreation to donate surplus tackle football equipment to Frogtown Football to support youth tackle football programs.

 

Body

 

WHEREAS, Chapter 2.02 of the Saint Paul Administrative Code authorizes the Division of Contract and Analysis Services to dispose of surplus property and sets forth the procedures governing the sale or donation of such property; and

 

WHEREAS, Saint Paul’s Department of Parks and Recreation has received a request from Frogtown Athletics, a nonprofit organization, and asked that the property mentioned below be donated to the organization to help carry out its mission of providing opportunities for young people to play tackle football; and

 

WHEREAS, 44 football helmets, 97 supporters, 27 helmet inserts, 103 ear pads, 90 pairs of pants, 148 shoulder pads, and 93 uniform pads may be transferred to such organization for no consideration; and

 

WHEREAS, said equipment has an estimated value of $5,000; and

 

WHEREAS, the City Council has determined that the equipment is no longer needed to carry out the Department of Parks and Recreation’s functions; and

 

WHEREAS, the City Council's transfer of said equipment would provide Frogtown Football with means to support their tackle football program, and

 

WHEREAS, the donation of such property to Frogtown Football would serve a public purpose and benefit the community as a whole by strengthening Frogtown Football’s ability to provide tackle football opportunities to young people; now, therefore, be it

 

RESOLVED, that the City Council hereby authorizes the donation of the above property to Frogtown Football to support their mission; and, be it

 

FURTHER RESOLVED, that said organization shall take responsibility for removing the obsolete property from City premises in a manner and in accordance with the timeline mutually agreed upon with Saint Paul Parks and Recreation and shall bear all costs associated with the removal and transportation of the designated obsolete property and agrees to accept the property as is; and, be it

 

FINALLY RESOLVED, that upon the donation, the City shall have no further responsibility for said property and shall not provide any warranty, maintenance, repair, technical assistance, or any other kind of ongoing support, nor assume any costs that may be related to the ongoing use of said property for youth tackle football.
