TITLE

Authorizing the City to apply to the Minnesota Department of Employment and Economic Development for Contamination Cleanup Grant funding for projects at 540 Broadway Street and 115 Plato Boulevard.

BODY

WHEREAS, the City of Saint Paul acts as the legal sponsor for projects at 540 Broadway Street and 115 Plato Boulevard, contained in the Contamination Cleanup Grant Program applications to be submitted by May 2, and that the Director of Planning and Economic Development is hereby authorized to apply to the Department of Employment and Economic Development for funding of these projects on behalf of City of Saint Paul; and

WHEREAS, the City of Saint Paul has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration; and

WHEREAS, the sources and amounts of the local match identified in the application are committed to the projects identified; and

WHEREAS, the City of Saint Paul is located within the seven-county metropolitan area defined in section 473.121, subdivision 2, and is participating in the local housing incentives program under section 473.254; and

WHEREAS, the City of Saint Paul has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice; and

WHEREAS, that upon approval of its application by the state, the City of Saint Paul may enter into an agreement with the State of Minnesota for the above referenced projects, and that the City of Saint Paul certifies that it will comply with all applicable laws and regulation as stated in all contract agreements.

NOW, THEREFORE BE IT RESOLVED that the appropriate City Officials, including the Mayor/Deputy Mayor, the Director of Office of Financial Services, and the Director of Planning and Economic Development are hereby authorized to execute such agreements, which include indemnification obligations, as are necessary to implement the projects on behalf of the applicant; and

BE IT FURTHER RESOLVED that the City of Saint Paul has approved the Contamination Cleanup grant applications submitted to the Department of Employment and Economic Development by May 2, 2022, by the City of Saint Paul for projects at 540 Broadway Street and 115 Plato Boulevard.
