Authorizing using a Project Labor Agreement for 2022 Arterial Mill and Overlay Pedestrian Improvements, 2022 Citywide Sidewalk Contract, Atlantic/7th Street Improvements, Battle Creek Road Reclamation, Curtice Street Reconstruction and Crocus Hill Drainage Repairs, Edgcumbe Road Reconstruction, Marion Street Improvements, Prior Avenue Reconstruction, Wabasha Street Reconstruction, and Wheelock Parkway Reconstruction Phase 5, and authorizing not using a Project Labor Agreement on West Side Traffic Signal Enhancements.

 

Body

WHEREAS, the Saint Paul City Council adopted a policy on the use of Project Labor Agreements (PLA) pursuant to Council File #09-584 for projects involving $250,000 or more of City funding; and

 

WHEREAS, Public Works Street Design and Construction is undertaking the following projects in 2022 with budgets over $250,000:

 

2022 Arterial Mill and Overlay Pedestrian Improvements:  Pedestrian/ADA improvements.

 

2022 Citywide Sidewalk Contract:  Repair and replace sidewalk on City residential sidewalks and pedestrian improvements on County roadways.

 

Atlantic/7th Street Improvements:  Bump-outs, concrete curb, paving work, pedestrian ramp work, sewer work, and sidewalk work.

 

                     Battle Creek Road Reclamation:  Pavement reclamation.

 

Curtice Street Reconstruction and Crocus Hill Drainage Repairs:  Curtice:  Street reconstruction including utility upgrades, and Crocus:  Re-grading and catch basin work.

 

Edgcumbe Road Reconstruction:  Complete roadway reconstruction including utility upgrades.

 

Marion Street Improvements:  Construct median, bump-outs and sidewalk near Como/Marion intersection.

 

Prior Avenue Reconstruction:  Complete roadway reconstruction including utility upgrades and infiltration trench installation.

 

Wabasha Street Reconstruction:  Complete roadway reconstruction including utility upgrades.

 

Wheelock Parkway Reconstruction Phase 5:  Complete roadway reconstruction including utility upgrades.

 

WHEREAS, Public Works Traffic Engineering is undertaking the following project in 2022 with a budget over $250,000:

 

West Side Traffic Signal Enhancements:  Installation of fiber optic interconnect and traffic signal revisions.

 

WHEREAS, Public Works Street Design and Construction sent a “Notice and Request for Recommendation on the Use of a PLA” to interested parties on Friday, February 11, 2022, with no responses received; and

 

WHEREAS, Public Works has recommended the use of a PLA for 2022 Arterial Mill and Overlay Pedestrian Improvements, 2022 Citywide Sidewalk Contract, Atlantic/7th Street Improvements, Battle Creek Road Reclamation, Curtice Street Reconstruction and Crocus Hill Drainage Repairs, Edgcumbe Road Reconstruction, Marion Street Improvements, Prior Avenue Reconstruction, Wabasha Street Reconstruction, and Wheelock Parkway Reconstruction Phase 5 for the following reasons:

 

                     Work stoppages would adversely affect the City.

 

                     Multi-craft construction force and multiple subcontracts will be used.

 

Work involved includes varied types of construction including roadway and multiple utility types.                     

 

WHEREAS Public Works has recommended against the use of a PLA for the West Side Traffic Signal Enhancements for the following reasons:

 

                     Work on this project may be suspended and restarted with minimal impacts.

 

                     City forces are expected to provide labor for portions of the project.

 

Funding for the project is sourced from a mixture of Federal, State Aid, and County State Aid sources and no local funds are being utilized.

 

WHEREAS, the use of PLAs will be subject to the approval of the Federal Highway Administration, where applicable; and now, therefore, be it

 

RESOLVED, that the Saint Paul City Council hereby approves the use of a PLA for 2022 Arterial Mill and Overlay Pedestrian Improvements, 2022 Citywide Sidewalk Contract, Atlantic/7th Street Improvements, Battle Creek Road Reclamation, Curtice Street Reconstruction and Crocus Hill Drainage Repairs, Edgcumbe Road Reconstruction, Marion Street Improvements, Prior Avenue Reconstruction, Wabasha Street Reconstruction, and Wheelock Parkway Reconstruction Phase 5, and, be it finally

 

RESOLVED, that the Saint Paul City Council approves the non-use of a PLA for West Side Traffic Signal Enhancements.
