Title

Pertaining to the development of an Enhanced Lead Service Line Replacement Plan.

 

 

Body

WHEREAS, the Center for Disease Control and Prevention (“CDC”) has identified several health risks in children and adults exposed to lead, including damage to the brain and nervous system, slowed growth and development, learning and behavioral problems, hearing and speech problems; and

 

WHEREAS, the United States Environmental Protection Agency has set the maximum contaminant level goal for lead in drinking water at zero because lead is harmful to human health even at low exposure levels; and

 

WHEREAS, the Board of Water Commissioners of the City of Saint Paul (“Board”) seeks to address the health and safety needs of the communities it serves; and

 

WHEREAS, the Board’s service area contains over 20,000 water service lines that are partially or completely comprised of lead; and

 

WHEREAS, the Board had requested staff to develop a plan to remove all lead service lines from its service area within the next ten years; and

 

WHEREAS, the Board asserts that the replacement of water service lines comprised of lead is a public benefit and instructs staff to investigate opportunities that will allow the use of public funds to replace lead material in private property; and

 

WHEREAS, Discussion Item CO 22-13 presented to the Board outlining a proposed 10-year enhanced lead service line replacement plan was favorably received; now, therefore, be it

 

RESOLVED, that the Board of Water Commissioners of the City of Saint Paul hereby authorizes and directs staff to initiate the proposed 10-year enhanced lead service line replacement plan as presented to the Board at its February 8, 2022 meeting as Discussion Item CO 22-13 and to thereafter update the Board on its progress as goals and milestones are met.
