Title

Authorizing the Department of Parks and Recreation to accept Minnesota Historical Society (MNHS) grant funds, enter in a grant agreement required as a condition of receiving said funds, and to amend the Department financing and spending plan by $136,167 for the Cochran Park Pool and Sculpture Restoration project.

 

Body

 

WHEREAS, the City of Saint Paul’s Department of Parks and Recreation (“Department”) applied for (CF #21-981) and has been granted $136,167 for the Cochran Park Pool and Sculpture Restoration project; and

 

WHEREAS, said funding will be utilized in addition to private funds raised by Ramsey Hill Association which satisfy the $25,000 local match for funding; and

 

WHEREAS, the Department will provide construction management and implementation services for the project; and

 

WHEREAS, the MNHS requires that the City enter into a grant agreement with the MNHS, which includes an indemnification clause, asking the City to indemnify the State as a condition of receipt of grant funds, and such indemnification would serve the public purpose of allowing the City of Saint Paul to receive funds for the project described, which will provide funding for the Cochran Park Pool and Sculpture Restoration project; and

 

WHEREAS, the Department wishes to accept said grant funds and amend the financing and spending plan for said MNHS grant; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $136,167 in excess of those estimated in the 2022 Capital Improvement Budget; now, therefore, be it

 

RESOLVED, that the City Council finds that there is a public purpose in providing for the betterment of parks facilities and that acceptance of the grant funding will enable continued implementation of said betterments; and, be it

 

FURTHER RESOLVED, that the City Council, upon recommendation of the Mayor and the advice of the Long Range Capital Improvement Budget Committee, that $136,167 is available for appropriation in the 2022 Capital Improvement Budget, and said 2022 budget, is heretofore adopted by the Council, is hereby amended as attached; and, be it

 

FINALLY RESOLVED, by that Council authorizes the appropriate City officials to enter into an agreement with the MNHS for the aforementioned funding, which includes an indemnification clause.
