Approving the use or non-use of a Project Labor Agreement on Department of Parks and Recreation construction projects for the first half of 2022.

 

Body

 

WHEREAS, the Saint Paul City Council adopted Council File #09-584 on the use of Project Labor Agreements (“PLA”) for projects involving $250,000 or more of City money; and

 

WHEREAS, the Department of Parks and Recreation is undertaking the following projects with construction budget totals over $250,000:

 

Cherokee Regional Park Trail - project includes constructing a 0.15 mile internal bituminous trail including grading and site restoration.

Estimated Start Date: June 2022 (1 month)

 

Dayton’s Bluff Recreation Center Play Area Improvement Project - project includes replacing play equipment and surfacing, as well as sidewalks, site amenities, and landscaping as funding allows.

Estimated Start Date: June 2022 (2-3 months)

 

Harriet Island Play Area - project includes construction of a playground at Harriet Island. Site work demolition of existing playground, grading and site prep, walkway connections, playground equipment installation, loose-fill and pour-in-place surfacing, fencing, furnishings, and restoration.

Estimated Start Date: June 2022 (3-4 months)

 

Lower Landing Dog Park and Nature Trail - project includes constructing a dog park and natural surface trail including a drinking fountain, small open air shelter, grading, site restoration, and fencing.

Estimated Start Date: June 2022 (3-4 months)

 

North End Community Center - project includes construction of a new 25,000 square foot community center building and enhancements to the adjacent 5.7 acre site.

Estimated Start Date: June 2022 (18 months)

 

Phalen China Garden Hmong Plaza - project includes constructing 2,500 SF Hmong Plaza with retaining wall, art, concrete, bituminous, pavers, grading, and site restoration.

Estimated Start Date: July 2022 (3-4 months)

 

Phalen East Shore Trailhead - project consists of a new trailhead building including restrooms and shelter space with parking for users of the regional trails.

Estimated Start Date: June 2022 (4-5 months)

 

Victoria Park Multi-Use Field and Restroom Facility - project includes construction of a multi-purpose turf athletic field, restroom, and shelter facility. Site work includes clearing, walkway connections, fencing, site furnishings, landscaping and restoration.

Estimated Start Date: July 2022 (4-5 months); and

 

WHEREAS, the Lower Landing Dog Park and Nature Trail project was previously approved for use of a PLA in RES 21-173, but the project was not constructed in 2021 and was re-noticed for 2022 construction; and

 

WHEREAS, the Department of Parks and Recreation sent a written “Notice and Request for Recommendation on the Use of a PLA” to interested parties on January 4, 2022 with one response received; and

 

WHEREAS, the Saint Paul Building and Construction Trades Council recommended a PLA for the Dayton’s Bluff Recreation Center Play Area Improvement, Harriet Island Play Area, North End Community Center, Phalen China Garden Hmong Plaza, Phalen East Shore Trailhead, and Victoria Park Multi-Use Field and Restroom Facility projects listing the multiple crafts involved and safety as reasons they recommend a PLA for these projects; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in CF #09-584, the use of a PLA will ensure a harmonious, continuous, and stable workforce for the Dayton’s Bluff Recreation Center Play Area Improvement, Harriet Island Play Area, North End Community Center, Phalen China Garden Hmong Plaza, Phalen East Shore Trailhead, and Victoria Park Multi-Use Field and Restroom Facility projects, which will in turn ensure timely completion of the project without work stoppage or interruption; and

 

WHEREAS, staff supports a recommendation for a PLA on the Dayton’s Bluff Recreation Center Play Area Improvement, Harriet Island Play Area, North End Community Center, Phalen China Garden Hmong Plaza, Phalen East Shore Trailhead, and Victoria Park Multi-Use Field and Restroom Facility projects; and

 

WHEREAS, each project listed in this resolution is being bid lump sum and labor rates are established by prevailing wage labor rates which meet or exceed union rates; and

 

WHEREAS, in considering all criteria for evaluating a PLA as outlined in Council File #09-584 and past practice on substantially similar projects, a PLA will not benefit the Cherokee Regional Park Trail and Lower Landing Dog Park and Nature Trail projects; now, therefore, be it

 

RESOLVED, that the City Council hereby approves the use of a PLA on the construction portion of the Dayton’s Bluff Recreation Center Play Area Improvement, Harriet Island Play Area, North End Community Center, Phalen China Garden Hmong Plaza, Phalen East Shore Trailhead, and Victoria Park Multi-Use Field and Restroom Facility projects; and, be it

 

FURTHER RESOLVED, that the City Council finds that the Cherokee Regional Park Trail and Lower Landing Dog Park and Nature Trail projects are not of a scope or nature that they will be negatively impacted if no PLA is required.
