WHEREAS, University of St. Thomas (ID# 20110002908), d/b/a same, located at 2115 Summit Avenue, has applied for Class N licenses for an Expansion of Liquor On Sale - 291 or more Seats (See, campus map of the University of St. Thomas, existing location are highlighted in yellow and new expansions are highlighted in pink.); and

WHEREAS, a notification regarding the license application was sent from the Department of Safety and Inspections to the affected neighborhood for the period of September 2, 2021 to October 22, 2021; and

WHEREAS, during the notification period, objections were received which triggered the hearing and a hearing was held on November 15, 2021; and

WHEREAS, the objections were related to alcohol sales, reckless driving, parking, trash and noise concerns, etc.; and

WHEREAS, in response to the concerns raised, the licensee has agreed to work with the City to comply with the necessary requirements to minimize nuisance activities that would disturb the surrounding residential neighborhood; and

WHEREAS, after conducting the hearing and considering the testimony and evidence, the Deputy Legislative Hearing Officer recommends that the application for an Expansion of Liquor On Sale - 291 or more Seats, for University of St. Thomas (ID# 20110002908), d/b/a same, located at 2115 Summit Avenue, be approved with the following conditions:

1. The University of Saint Thomas (UST) agrees that service and consumption of alcohol will only be allowed within the areas outlined on the UST Campus Liquor License Locations Map (Locations Map) dated August 31, 2021.
