Amending Chapter 43.03 of the Legislative Code pertaining to Vacant Buildings as it relates to the Vacant Building Registration Fee.

SECTION 1

WHEREAS, in support of Mayor Carter’s 2022 budget, the Department of Safety and Inspections (DSI) seeks to increase the vacant building registration fee, as detailed in Chapter 43.03 of the Saint Paul Legislative Code (SPLC), by 1.5%; and

WHEREAS, the cost of administering the vacant building program exceeds the revenue generated by the vacant building registration fees; and

WHEREAS, DSI seeks to increase the vacant building fee by an additional three hundred dollars ($300.00) in order to align the program more closely with a cost recovery model; and

WHEREAS, the fee increases proposed more accurately reflect the cost of providing services related to vacant buildings; and

WHEREAS, DSI continues to experience substantial growth in personnel costs such as health care and wages; and

WHEREAS, General Fund pressures create the need to decrease the gap between vacant building fee revenue and vacant building fee program expenses. Now, therefore be it

RESOLVED, that the Council of the City of Saint Paul does hereby ordain:

SECTION 2

Section 43.03 of the Saint Paul Legislative Code is hereby amended to read as follows:

Sec. 43.03. - Vacant building registration.

(a) The owner shall register with the enforcement officer not later than thirty (30) days after any building in the city becomes a vacant building, as defined in section 43.02(7).

(b) The registration shall be submitted on forms provided by the enforcement officer and shall include the following information supplied by the owner:

(1) A description of the premises.

(2) The names and addresses of the owner or owners.

(3) The names and addresses of all known lienholders and all other parties with an ownership interest in the building.
