Authorizing the Department of Parks and Recreation to accept Minnesota Department of Natural Resources (MN DNR) Outdoor Recreation grant program funds, enter in a grant agreement required as a condition of receiving said funds, which includes an indemnification clause, and to amend the financing and spending plan in the amount of $250,000 for the Victoria Park Multi-Use Athletic Field project.

Body

WHEREAS, the City of Saint Paul’s Department of Parks and Recreation (“Department”) applied for and has been granted an Outdoor Recreation grant administered by the MN DNR (CF #21-419) to develop a restroom/shelter facility in Victoria Park near Victoria Way and Adrian Street; and

WHEREAS, said funding will be utilized in addition to existing project funds which satisfy the
minimum required 1:1 local match for funding; and

WHEREAS, the Department will provide construction management and implementation services for the project; and

WHEREAS, the MN DNR requires that the City enter into a grant agreement with the MN DNR, which includes an indemnification clause, asking the City to indemnify the State as a condition of receipt of grant funds, and such indemnification would serve the public purpose of allowing the City of Saint Paul to receive funds for the project described, which will provide additional opportunities for enjoyment of the outdoors; and

WHEREAS, the Department wishes to accept said grant funds and amend the financing and spending plan for said Outdoor Recreation grant; and

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that there are available for appropriation, funds of $250,000 in excess of those estimated in the 2021 Capital Improvement Budget; now, therefore, be it

RESOLVED, that the City Council finds that there is a public purpose in providing for the betterment of parks facilities and that acceptance of the grant funding will enable continued implementation of said ...
