Title
Amending the 2021 spending and financing budget for the Office of Financial Empowerment by $202,957 to accept the Year 3 Whole Family Systems grant from Minnesota Department of Human Services for advancing two generation strategies through CollegeBound Saint Paul.

Body
WHEREAS, the City of Saint Paul has received a grant from the State of Minnesota through the Minnesota Department of Human Services (DHS) to advance Whole Family Systems strategies; and

WHEREAS, the State of Minnesota requires agencies accepting Whole Family Systems grants to enter into a five-year collaborative learning relationship from January 1, 2020 through October 31, 2024; and

WHEREAS, the total amount of the grant is $2,000,000 to be awarded over five years, with a yearly grant award each year for SFY19-SFY25; and

WHEREAS, the City Council authorized the Office of Financial Empowerment to apply for and accept this grant as outlined in RES 19-634; and

WHEREAS, the City Council authorized year 1 spending for the Whole Family Systems Grant as outlined in RES PH 19-325; and

WHEREAS, the City Council authorized year 2 spending for the Whole Family Systems Grant as outlined in RES PH 20-267; and

WHEREAS, the grant was initially awarded in yearly increments, but will now be awarded in one lump sum of $1,200,000 for SFY22-25; and

WHEREAS, MN DHS has awarded $266,668 for SFY22 - November 1, 2021 to June 30, 2022; and

WHEREAS, MN DHS has awarded $400,000 for SFY23 - July 1, 2022 to June 30, 2023; and

WHEREAS, MN DHS has awarded $400,000 for SFY24 - July 1, 2023 to June 30, 2024; and

WHEREAS, MN DHS has awarded $133,332 for SFY25 - July 1, 2024 to October 31, 2024; and

WHEREAS the 2021 City of Saint Paul budget already includes expenses outlined in SFY 2022 totaling $63,711, and

WHEREAS, the City of Saint Paul seeks to improve the health, welfare and prosperity of the children and families of Saint Paul by taking two generation approaches with CollegeBound Saint Paul ...
