Title
Amending the 2021 CDBG general ledger budget to reflect the actual 2021 grant award of $6,969,838, program income reported to HUD of $731,379, and amend the CDBG project budget to include 2021 CDBG spending plan of $7,600,000.

Body
WHEREAS, the City Council of the City of Saint Paul (“Council”) approved, upon the recommendation of the Mayor, the fiscal year 2021 Community Development Block Grant Program (“CDBG Program”), HOME Investment Partnerships Program, and Emergency Solutions Grant Program (collectively the “2021 Programs”) budgets as part of the 2021 Special Funds Budget; and

WHEREAS, the Council approved estimated financing for the 2021 CDBG Program in the amount of $7,100,000 (including $207,432 in program income) as part of the 2021 Special Funds Budget; and

WHEREAS, by Resolution 21-490, the Council approved the 2021 HUD annual action plan, which estimated grant funding for the CDBG Program to be $6,868,621.00, and authorized the proper City officials to execute grant agreements and contracts between the U.S. Department of Housing and Urban Development (“HUD”) and the City of Saint Paul (“City”) for the 2021 Programs; and

WHEREAS, HUD sent a revised award letter to the City of Saint Paul dated May 13, 2021 that increased the amount of our FY2021 CDBG award to $6,969,838.00; and

WHEREAS, the grant agreement entered into by and between HUD and the City awards the City $6,969,838.00 in grant funds for the 2021 CDBG Program; and

WHEREAS, the City’s CDBG Program general ledger fiscal year 2021 budget needs to be increased by $601,217 to reflect the actual grant amount awarded to the City pursuant to the 2021 CDBG Program grant agreement and the actual program income funding reported to HUD; and

WHEREAS, as part of the 2021 CDBG Program budget, the City seeks to include its 2021 CDBG spending plan totaling $7,600,000.00; and
