Stated Reason for Appeal (if given): Customer was hospitalized with COVID-19 from January through March 2021 and did not put a temporary hold on his service due to illness. His son paid Aspen the $116.38 in May 2021.

Staff Comments: Based on the hardship suffered by the property owner due to COVID-19 and the fact that the property was vacant during that time period, staff recommends removing the assessment as a courtesy. It should be noted that the payment of $116.38 that was submitted in May 2021 would have been applied to the Quarter 2 2021 invoice as the Quarter 1 2021 invoice had already been sent by the hauler to the city to be assessed.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during January to March 2021. (File No. CG2102A2, Assessment No. 210107) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby deleted.
