Title
Directing the City Clerk to notify the County Auditor to place an initiative regarding whether to adopt the proposed Residential Rent Stabilization ordinance on the November 2, 2021 ballot and approving the title and language for that ballot question.

WHEREAS, Saint Paul City Charter Section 8.01 states that “[t]he people shall have the right to … propose ordinance… by a process known as … initiative”; and

WHEREAS, a petition seeking such an initiative to adopt Chapter 193A of the Saint Paul Legislative Code which is a Rent Stabilization ordinance was filed with the Office of the City Clerk on June 22, 2021 (the “Petition”); and

WHEREAS, the City Council found that the petition was sufficient to satisfy the minimum signature requirements under the City Charter; and

WHEREAS, Minnesota Statutes § 205.16 requires that the City Clerk provide to the County Auditor written notice of a ballot question at least 74 days before the election, which in this case is on or before August 20, 2021; and

WHEREAS, the written notice must include the title and language for the ballot question; and

WHEREAS, the City Attorney has approved the title of the ballot question and has drafted language of the ballot question; now therefore be it

RESOLVED, that the City Clerk is directed to notify the County Auditor to place an initiative on whether the City of Saint Paul should adopt the proposed Residential Rent Stabilization Ordinance on the November 2, 2021 ballot; and be it further;

RESOLVED, that the City Council adopts the title and the language of the ballot question as follows:

Title: Whether to adopt a Residential Rent Stabilization Ordinance.

Question Language: Question Language: Should the City adopt the proposed Ordinance limiting rent increases? The Ordinance limits residential rent increases to no more than 3% in a 12-month period, regardless of whether there is a change of occupancy. Rent Stabilization is a way to make sure we have the opportunity to feel some sense of security. Excessive rent increases kick out the people who need the most support in our communities and who make Saint Paul what it is! +4 -3 3

As a white renter, my rent has remained relatively stable over the last three years, and I know my BIPOC neighbors shoulder the burden of rising rents in our city. Rent stabilization means that we can Keep St. Paul Home for all across race, cl***, and zip code — no exceptions. +4 -3 3

I have moved over 11 times in the past 10 years and hope to someday find a stable place to call home, but rising rents make that feel daunting sometimes. My rent went up 4.2 percent this year, but my income has not. If rents were stabilized and increases to rent were reasonable, I would have an easier time staying in my home. I am hopeful that this initiative will help my neighbors, friends, and coworkers stay in their homes. +4 -3 3

I noticed immediately how the more manageable cost of living here created room for the vibrant arts, culture, and innovation we see all around us in St. Paul and Minneapolis. Since then, I've learned about the ways that rising rents threaten to push my community members and neighbors out of the places they call home. Rent stabilization would help my neighbors stay in the communities they've built in St. Paul, which in turn would help keep St. Paul a beautiful and connected place to live. +4 -3 3

For my neighbors on month to month leases, they wouldn't know what rent would be next month - the same, $40 more, $200 more, or even doubled. Now as a homeowner, I benefit from rent stabilization through my mortgage. I know exactly what I'll be spending on housing for the next 30 years. I want the same stability for all of my neighbors, no matter if they own or rent, if they're students or seniors on a fixed income. +5 -3 3
8/18/2021 7:20 PMB Rosas   I am someone who chose Saint Paul to be my new home, I am lucky enough to have been able to afford my rent over the last two years, but I know this is not the case for the folks living here or looking into moving here. This Rent Stabilization policy is going to make St. Paul a more welcoming and livable city for all. I support the Rent Stabilization policy because it will allow folks to afford their rent, allow community to grow, and allow for Saint Paul to stay as diverse as it is. +5 -3 3

Residents also deserve affordable rent that helps them be able to support the needs of their families. It's time to flip the script on housing. +6 -3 3
