Title
Approving and authorizing acceptance of a grant from the McKnight Foundation in the amount of $4,000.00, amending the 2021 City budget in the amount of $4,000.00 upon acceptance of said grant, and approving and authorizing expenditure of the $4,000.00 grant for zoning studies in connection therewith (Citywide).

Body
WHEREAS, the McKnight Foundation has awarded to the Department of Planning and Development of the City of Saint Paul a grant in the amount of $4,000.00 from the McKnight Foundation Employee Matching Gift Program (the Grant); and
WHEREAS, former Saint Paul Planning Commissioner Lue Vang was instrumental in securing said Grant; and
WHEREAS, the Department of Planning and Economic Development regularly conducts zoning studies to identify potential amendments to the Saint Paul Zoning Code for the purpose of better achieving the intent and goals of both the Saint Paul Comprehensive Plan and the Zoning Code; and
WHEREAS, the Saint City Council and/or Saint Paul Planning Commission regularly request zoning studies to identify potential zoning responses to policy concerns regarding orderly growth and development of the City of Saint Paul; and
WHEREAS, the costs for said zoning studies are occasionally incurred for work with expert consultants; and
WHEREAS, the Department of Planning and Economic Development annually incurs in-kind and other costs for said studies exceeding the amount of the McKnight Foundation Grant;
WHEREAS, the Grant will be used for the furtherance of zoning studies; and
WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that upon acceptance of the Grant there are available for appropriation revenues in excess of those estimated in the 2021 budget and recommends the changes to the 2021 budget identified on the attached Financial Analysis; and
WHEREAS, a public hearing on this resolution was held before the City Council on August 18, 2021, and the Saint Paul City Council ...
