Stated Reason for Appeal (if given): Property owner purchased this property at the end of May 2020 and states that she called Waste Management around the first week of June 2020 to notify them of the purchase.  She also called Waste Management after receiving the Quarter 4 2020 invoice and final notice and was told by the customer service representative that the bills were going to the previous property owner.

Staff Comments: Hauler records show that the property owner did call Waste Management on 05/18/2020. However there is no record of the property owner requesting that the name and mailing address on the account be updated. There is a record of the property owner calling on 03/30/2021 to inquire about the invoices for her property and why she had not been receiving them. Staff records however, show that the city did send the hauler a request to update the name and mailing address on the account  in the August 2020 hauler update. Therefore, staff is requesting that the total late fees of $9.94 be removed and that the assessment be reduced to $99.43.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2020. (File No. CG2101A2, Assessment No. 210101) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and reduced from $108.37 to $99.43.
