Stated Reason for Appeal (if given): I purchased this house on February 1st, 2021, therefore I did not own the house during the period of the delinquent garbage bill. I recently had a fire at my house of 1957 Berkeley Ave and was not able to get access to the house until a few days ago. I was then able to retrieve the mail that was delivered to the house and find this hearing notice. I have since reached out to the sellers of the house but have not heard from them. I paid the delinquent garbage bill on April 7th, 2021.

Staff Comments: Property owners are responsible for paying any pending assessments on property. As service was provided during Quarter 4 2020, staff recommends approving the assessment. The property owner did report making a payment for the delinquent amount to the hauler on 04/07/2021. However, as this payment was made during Quarter 2 2021, it would have been applied to the Quarter 2 2021 invoice as the Quarter 4 2020 delinquent bill had already sent to the city as an assessment.

 

Body

WHEREAS, the Office of Financial Services Real Estate Section has attached to this Council File both a report of completion outlining the costs and fees associated with Collection of Delinquent Garbage Bills for services during October to December 2020. (File No. CG2101A2, Assessment No. 210101) and the assessment roll including all properties for which these assessments are proposed for Council ratification; and

 

WHEREAS, the City Council’s Legislative Hearing Officer has reviewed an appeal of this assessment and developed a recommendation for the City Council with respect to this assessment; and

 

WHEREAS, a public hearing having been conducted for the above improvement, and said assessment having been further considered by the Council and having been considered financially satisfactory; Now, Therefore, Be It

 

RESOLVED, that pursuant to Chapter 14 of the Saint Paul City Charter, said assessment is hereby ratified and payable in one installment.
