Approving a Joint Powers Agreement between the City of Saint Paul and Independent School District No. 625, Saint Paul Public Schools for CERT Collaborative services.
Body
WHEREAS, pursuant to the provisions of Minnesota Statutes Section 471.59, two or more governmental units, by agreement entered into through action of their governing bodies, are authorized to enter into agreements to exercise jointly or cooperatively governmental powers common to each and to permit one governmental entity to perform services or functions for another governmental unit; and
WHEREAS, pursuant to City Council RES 18-1129, the City of Saint Paul is the Lead Agency for the CERT Program governed by a Joint Powers Agreement among Hennepin County, Ramsey County, the City of Minneapolis, and the City of Saint Paul; and
WHEREAS, the CERT Program is a small business certification program for local small businesses (SBE), small woman-owned businesses (WBE), small minority-owned businesses (MBE), and emerging small businesses (ESBE); and
WHEREAS, the City of Saint Paul is authorized, pursuant to the CERT JPA, to enter into agreements with organizations who wish to be subscribers to the CERT program; and
WHEREAS, CERT subscribers receive select services from the CERT Program in exchange for an agreed upon monetary amount; and
WHEREAS, the Independent School District No. 625, Saint Paul Public Schools wishes to become a CERT Subscriber so that they can receive services from the City in its work to reach certified SBEs, MBEs and WBEs; and
WHEREAS, The City of Saint Paul requires approval from the Saint Paul City Council to execute the Joint Powers Agreement; now, therefore, be it
RESOLVED, that the City Council approves the proposed Joint Powers Agreement between Independent School District No. 625 and the City of Saint Paul for CERT Collaborative services.
