Authorizing various Comprehensive Plan addenda to be submitted to the Metropolitan Council for review.

Body

WHEREAS, Minnesota Statute 473.175 requires the Metropolitan Council to review municipal comprehensive plans and amendments or addenda thereto; and

WHEREAS, in 2018 during the transition from 2030 municipal comprehensive plans to 2040 municipal comprehensive plans, the Metropolitan Council ceased accepting amendments or addenda to municipal comprehensive plans for review, until the city's 2040 comprehensive plan was approved by the Metropolitan Council; and

WHEREAS, the 2040 Saint Paul Comprehensive Plan was approved by the Metropolitan Council in October 2020 and was officially adopted by the Saint Paul City Council in November 2020; and

WHEREAS, various citywide and neighborhood plans were approved by the Saint Paul City Council as addenda to the Saint Paul Comprehensive Plan during the period of time when the Metropolitan Council was not accepting them for review, or previously, and have not yet been submitted to the Metropolitan Council for review in order to allow them to become officially adopted as part of the 2040 Saint Paul Comprehensive Plan, including: the Fitzgerald Park Precinct Plan Summary (2010), Hamline Station Area Plan (2011), Victoria Station Area Plan (2011), Western Station Area Plan (2011), Macalester-Groveland District 14 Plan (2016), Union Park District 13 Plan and amendment (2016/2018), Saint Paul Pedestrian Plan (2019), Gold Line Station Area Plans amendment (2019), Highland Park District 15 Plan (2019), Frogtown Small Area Plan (SmaPl) (2019); and

WHEREAS, City staff sent the various comprehensive plan addenda to adjacent and affected jurisdictions in January 2021 and received no comments as of April 2, 2021; and

WHEREAS, the Metropolitan Council requires a local government resolution authorizing comprehensive plan amendments or addenda to be submitted for their review;
