Title

Approving and authorizing acceptance of Livable Communities Fund grants from the Metropolitan Council and amending the 2021 Budget

Body

WHEREAS, the Metropolitan Livable Communities Act, Minn. Stat §§ 473.25 to 473.255, established a Metropolitan Livable Communities Fund, which is intended to address housing and other development issues facing the metropolitan area municipalities; and

 

WHEREAS, the Metropolitan Livable Communities Fund, comprised of the Tax Base Revitalization Account, the Livable Communities Demonstration Account, the Local Housing Incentives Account, and the Inclusionary Housing Account, is intended to provide certain funding and other assistance to metropolitan-area municipalities; and

 

WHEREAS, the Metropolitan Council has awarded a $1,918,140.00 grant to the City of Saint Paul under its Local Housing Incentives Account for the Emma Norton affordable housing project located at Highland Bridge in the City of Saint Paul, Minnesota; and

 

WHEREAS, the Metropolitan Council has awarded a $40,000.00 grant to the City of Saint Paul under its Local Housing Incentives Account for the Acquisition, Rehabilitation, Resale + ADU affordable housing project located in the Railroad Island neighborhood in the City of Saint Paul, Minnesota; and

 

WHEREAS, the Metropolitan Council has awarded a $100,000.00 grant to the City of Saint Paul under its Livable Communities Transit Oriented Development Pre-Development Account for the 678 North Snelling Avenue project in the City of Saint Paul; and

 

WHEREAS, the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does hereby certify that $2,058,140.00 in funds are available for appropriation in excess of those estimated in the 2021 budget and recommends the changes to the 2021 budget identified on the attached Financial Analysis; and

 

WHEREAS, the grant agreements require the City to defend and indemnify the Metropolitan Council or the Department of Employment and Economic Development as a condition of receiving the grant funds; and

 

WHEREAS, the City Council finds that there is a public purpose in acceptance of the grant funds; and

 

NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Saint Paul hereby authorizes the proper City officials to execute agreements with the Metropolitan Council, which include an indemnification clause, and to accept and implement said grant funds.
