TITLE
Authorizing the City of Saint Paul to apply to Minnesota Department of Employment and Economic Development Contamination Cleanup Grant funding for The Hollows (520 Payne Avenue), Farwell Yards (102 and 150 West Water Street and 75 Bidwell Street), and Wakan Tipi Center (Bruce Vento Nature Sanctuary) projects
BODY
WHEREAS, the City of Saint Paul (City) wishes to act as the legal sponsor for the projects, The Hollows (520 Payne Avenue), Farwell Yards (102 and 150 West Water Street and 75 Bidwell Street), and Wakan Tipi Center (Bruce Vento Nature Sanctuary), contained in the Contamination Cleanup Grant Program applications to be submitted on May 1, 2021 to the Minnesota Department of Employment and Economic Development (DEED); and
WHEREAS, the City has the legal authority to apply for financial assistance from DEED, and the institutional, managerial, and financial capability to ensure adequate project administration; and
WHEREAS, the sources and amounts of the local match identified in the DEED application are committed to the projects identified; and
WHEREAS, the City is located within the seven-county metropolitan area defined in section 473.121, subdivision 2, and is participating in the local housing incentives program under section 473.254; and
WHEREAS, the City has not violated any Federal, State, or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest, or other unlawful or corrupt practice; and
WHEREAS, that upon approval of its application by the state, the City must enter into agreement(s) with the State of Minnesota, which contain provision wherein the City must defend and indemnify the State, for the above referenced projects, and that the City certifies that it will comply with all applicable laws and regulation as stated in all agreements. Now, therefore, be it
RESOLVED, by the Saint Paul City Council, as follows:
1. The City hereby approves the Contamination Cleanup grant applications for The Hollows (520 Payne Avenue), Farwell Yards (102 and 150 West Water Street and 75 Bidwell Street), and Wakan Tipi Center (Bruce Vento Nature Sanctuary).
2. That City’s department of Planning and Economic Development is hereby authorized to apply to DEED for funding of the projects referenced herein on behalf of City.
3. The proper City officials are hereby authorized to execute agreements, and take any other necessary action(s), as necessary to implement the projects.
