Title

Authorizing agreements between the City of Saint Paul and property owners at the Holman Field Airport for the Police Department's use of commercial space for police operations.

 

Body

WHEREAS, the Saint Paul Police Department ("SPPD"), on behalf of the City of Saint Paul, desires to secure temporary indoor and outdoor space ("Temporary Space") for law enforcement assembly and training operations, and has identified such Temporary Space at the Downtown Saint Paul Holman Field Airport; and

 

WHEREAS, SPPD has negotiated various temporary use agreements with the Metropolitan Airports Commission and other property owners (the "Parties") within the airport grounds as follows:

 

   A Third Party Vendor Release with Signature Flight Support Corporation, attached hereto as Exhibit A,

 

   A Facility Event Space Use Agreement with The Learning Jet, LLC, attached hereto as Exhibit B, and

 

   A Temporary Property Use Lease Agreement with the Metropolitan Airports Commission, attached

       hereto as Exhibit C

 

(collectively, the "Agreements"); and

 

WHEREAS, SPPD desires to use the Temporary Space generally between April 1, 2021 and June 30, 2021, with two of the Parties charging a permit or lease fee as specified in the Agreements; and

 

WHEREAS, the Agreements contain provisions whereby the City of Saint Paul agrees to indemnify the Parties against liability related to injury, death or damage to property as a result of SPPD's activities; and

 

WHEREAS, the City Council finds that SPPD's use of the Temporary Space will assist SPPD's efforts to provide effective law enforcement services for local citizens; now, therefore, be it

 

RESOLVED, that the City Council hereby authorizes the proper city officials to execute the Agreements in a form and content substantially as set forth in Exhibit A, Exhibit B and Exhibit C attached hereto.
